Process Electronic Review Management
(PERM) labor certification process
required for employment-based
permanent residency applications,
commonly referred to as green cards.

PERM is an electronic filing process
designed by the U.S. Department of
Labor and is the first step towards
obtaining employment-based permanent
residence. The typical
employment-based green card process
can be broken down into the
following three filing stages:
- The
Program Electronic Review Management
(PERM) Labor Certification and
submission of FORM ETA 9089;
- Form I-140 – an employment-based
immigration petition; and
- Form I-485 – the adjustment of
status application for permanent
residency (which ultimately results
in the issuance of a green card).
