If the applicant is residing outside of the United States, the applicant submits Form DS-156 to the U.S. Consular office where he/she resides.
The consular officer may require additional documents to verify the purpose for obtaining the visa. The visa may be issued on the same day that the application is made and is in the form of a stamp in the applicant's passport.
The A-3 visa is for attendants, servants and personal employees of persons holding an A-1 or A-2 visa.
The government defines these designations as follows:
Attendants:
(1) Persons paid by public funds of a foreign government or international organization; (2) who are accompanying or following to join the principal alien (A-1 or A-2 holder); (3) to whom a duty or service is owed; (4) including members of the armed forces of the foreign country.
Servants and personal employees:
Persons employed in a domestic or personal capacity, by a principal alien who are paid by the principal’s private funds.
Can A-3 Dependents Be Employed?
Family members of A-3 aliens may not be employed in the United States.
How Long Is The A-3 Visa Valid?
A-3 visa holders are admitted to the United States for up to three years. An extension may be granted in increments of two years and must be accompanied by a statement signed by the employing official stating that:

A description of the type of work the applicant will perform.
